Defence Budget 2023: નાણામંત્રી નિર્મલા સીતારમણે બુધવારે 1 ફેબ્રુઆરીએ 4.33 લાખ કરોડના સંરક્ષણ બજેટની જાહેરાત કરી હતી. જે ગયા વર્ષના સંરક્ષણ બજેટ કરતાં લગભગ 5.67 ટકા વધુ છે. આ વખતે સંરક્ષણ બજેટમાં સરકારે નવા હથિયારોની ખરીદી, સશસ્ત્ર દળોના આધુનિકીકરણ, સંરક્ષણ ક્ષેત્ર સાથે સંબંધિત માળખાકીય સુવિધાઓ અને “આત્મનિર્ભર ભારત” પર ખૂબ ભાર મૂક્યો છે. સરકારે સંરક્ષણ બજેટમાં એવા સમયે વધારો કર્યો છે જ્યારે છેલ્લા લગભગ 2 વર્ષથી પૂર્વીય સરહદ પર ચીન સાથે મડાગાંઠ ચાલી રહી છે.
આ નાણાકીય વર્ષમાં સંરક્ષણ બજેટ ₹5.25 લાખ કરોડ હતું
કેન્દ્ર સરકારે આ નાણાકીય વર્ષ એટલે કે 2022-23 માટે સંરક્ષણ ક્ષેત્ર માટે 5.25 લાખ કરોડ રૂપિયા ફાળવ્યા હતા. જોકે, હવે તેમાં સુધારો કરીને 4.1 લાખ કરોડ કરવામાં આવ્યો છે. આ સરકારના કુલ બજેટના લગભગ 13.31% અને દેશના કુલ GDPના 2.9% જેટલું હતું. સંરક્ષણ બજેટનો અડધો ભાગ પગાર અને પેન્શન પાછળ ખર્ચવામાં આવે છે. નાણામંત્રી નિર્મલા સીતારમણે કહ્યું હતું કે કુલ સંરક્ષણ બજેટમાંથી રૂ. 1.63 લાખ કરોડ (31%) પગાર અને રૂ. 1.19 લાખ કરોડ (23%) પેન્શનમાં જશે.
સંરક્ષણ ખરીદી માટે ₹1.52 લાખ કરોડ મળ્યા હતા
સંરક્ષણ સાધનોની ખરીદી માટે સરકારે 1.52 લાખ કરોડ રૂપિયા ફાળવ્યા હતા. જેમાં નવા હથિયારો, એરક્રાફ્ટ, યુદ્ધ જહાજો અને અન્ય લશ્કરી સાધનોની ખરીદીનો સમાવેશ થાય છે. તેમાંથી ₹32,015 કરોડ ભારતીય સેનાને આપવામાં આવ્યા હતા. જ્યારે ભારતીય નૌકાદળને 47,590 કરોડ રૂપિયા અને ભારતીય વાયુસેનાને 55,586 કરોડ રૂપિયા આપવામાં આવ્યા હતા.
સરકારે માહિતી આપી હતી કે “આત્મનિર્ભર ભારત”ને પ્રોત્સાહન આપવા માટે 68% સંરક્ષણ ઉપકરણો સ્થાનિક કંપનીઓ પાસેથી ખરીદવામાં આવશે. સંરક્ષણ ક્ષેત્રને લગતા સંશોધન અને વિકાસ (R&D) માટે રૂ. 18,440 કરોડ ફાળવવામાં આવ્યા હતા. તે જ સમયે, સંરક્ષણ ક્ષેત્ર સાથે સંબંધિત અન્ય ખર્ચ માટે લગભગ 38,714 કરોડ રૂપિયા ફાળવવામાં આવ્યા હતા.
